If you are an expat or a foreign resident in Italy, the Ritenuta d'Acconto (Withholding Tax) is your gateway to legal earnings without the overhead of a VAT number (Partita IVA). It is the standard way to get paid for "spot" jobs, such as consulting, teaching, or creative services.
To use this regime legally under Art. 67 del TUIR, your work must be occasional—meaning it lacks "habituality." If you perform the same task every day for the same client, the authorities may expect you to open a Partita IVA. However, for one-off projects or sporadic collaborations, this is the perfect legal shortcut.
As long as your total annual income from occasional work stays below €5,000 (Gross), you do not need to pay social security contributions (INPS). Important: If you exceed this limit, you must register for the Gestione Separata INPS, which involves an additional tax of roughly 33%, usually split between you and the client.

€2.00 revenue stamp (Marca da Bollo).
